Zusammensetzung der Endnote:
In this course you will earn a grade by completing the following assignments: presentation of the case study - 30% of the final grade; PowerPoint presentation- 20% of the final grade; class participation - 30% of the final grade; and attendance - 20% of the final grade.

Students are expected to attend online lectures and to actively participate in class discussions.
Each student enrolled in the course Rights of Minorities in Europe is required to prepare a presentation on the realization of minority rights in one of the European states and to hand in a PowerPoint presentation that assesses the efficacy of minority rights protection in the state s/he has chosen to present to a course leader Assoc. Prof. Antonija Petričušić
at apetricusic@pravo.hr at least one day before the date of presentation in the virtual classroom.
A template for the PowerPoint presentation will be provided in order to simplify completion of your assignment.

Teil 1 und 2: Rights of Minorities in Europe (block seminar), WS 2021/22-SoSe 2022, online, Tuesday 1 March 2022 - Tuesday 31 May 2022, Tuesdays, from 1PM to 3.30PM
The course will introduce to law students an up-to-date account of the relevant international legal standards for protection of the rights of national minorities and the developments in supervisory practice of monitoring bodies. The course will therefore analyse the measures envisaged to protect national or ethnic, religious and linguistic minorities in European countries, particularly those developed under the auspices of the Organization for Security and Co-operation in Europe (OSCE), the Council of Europe and the European Union, international organizations that have been continuously committed to a peaceful European order. Their efforts have resulted in developing numerous instruments that prescribe rights of national minorities. Apart from the Council of Europe's legally binding instruments developed to protect and promote rights of national minorities and to protect and preserve regional and minority languages in Europe, the OSCE High Commissioner on National Minorities thematic Recommendations and Guidelines developed to address ethnic tensions and to prevent hostilities over national minority issues will be thoroughly examined.
Inhaltliche Beschreibung Teil 1 und 2:
In order to shed a light on variety of constitutional solutions for management of ethnic,
cultural and religious diversity in Europe, the course will consist of the following lecture elements:
Sociological debates concerning minorities: race, ethnicity and inequality
Minority rights in political theory and philosophy
National minorities and the European nation-states system
Instruments of minority protection developed by the Council of Europe - The
European Charter for Regional and Minority Languages
5. Instruments of minority protection developed by the Council of Europe - The Framework Convention for the Protection of National Minorities
6. Instruments of minority protection eveloped by the Council of Europe - The European Commission against Racism and Intolerance (ECRI)
7. OSCE contribution to the protection of national minorities
8. Integration of iverse societies in Europe
9. Foundamental Rights Agency and racial and ethnic equality and non-discrimination in European Union
